On Dec. 18, the Washington Post published Spivak’s essay, “The Perils of Special Elections,” written in the wake of the scandal surrounding Illinois Gov. Rod Blagojevich’s alleged conspiracy to sell a U.S. Senate seat to the highest bidder.
