Watch New York 1's "Inside City Hall" Jul 7 AOL NewsFollowing the death of U.S. senator and senate president pro tem Robert Byrd at the age of 92, Carey Institute fellow Joshua Spivak wrote an op/ed essay for AOL News suggesting that the presidential succession clause in the Constitution should be reconsidered. The president pro tem of the senate, Spivak observed, is third in line to the presidency, behind the speaker of the house and the vice president.
